These legendary axe is obtained upon beating the game and starting New Game Plus. At the beginning of this playthrough you will receive a notification that Vulgrim has left you a gift. To retrieve the gift go to the nearest Serpent Tome, which will be in Tri-Stone, The Forge Lands.
