The Chancellor is a character featured in Darksiders II and he serves The Lord of Bones at the Eternal Throne.
When Death first reaches the Eternal Throne, he will first have to speak with the Chancellor, as the Dead King is still sorting out the eternal destinies of all the Human souls murdered during the Apocalypse. The Dead King is too busy to deal with Death, the brother of a convicted criminal. The Chancellor tells Death that in order to speak with the Dead King, he will have to beat the champion of the Gilded Arena and bring back his head.
