One Tough Cookie is a required achievement that War will get early on in his quest. It is acquired after meeting up with Ulthane within Anvil's Ford. Despite the description saying that you must meet Ulthane, War doesn't actually get the achievement until after he battle's with Ulthane. After the cut-scene where Uriel and the Hellguard appear, War will then get the achievement.
10 achievement points are earned on the Xbox 360 version and a Bronze Trophy is awarded on the Playstation 3.
